Description

The Engineering Project Manager , Environmental , under direction of the Director of Environmental Engineering, is a multifaceted role responsible for leading environmental remediation and compliance projects in Mexico. In this role, the Engineering Project Manager will oversee the Environmental Department's financial forecasting, budget management, contract negotiations and business partner relationships. Also, the Engineering Project Manager will supervise a team of business partner consultants and contractors that support the Department across these related functions.

Accountabilities

  • Manages environmental requirements in all areas of compliance such as waste management , spill prevention control and countermeasures , fueling and tank compliance, permitting, and wastwater and storm water management.
  • Supervises a team of contractors to manage environmental aspects of railroad operations including fueling facilities, storage tanks, wastewater treatment plants, storm water compliance, regulated waste, yard cleanings, inspection programs, transload operations, remediation and other activities. Ensures KCSM is consistently meeting regulatory requirements, data management processes and continually improving to implement best management practices. Provides guidance to other KCSM departments in order to minimize corporate risk on property transactions, leases, new customer opportunities and development.
  • Acts as a liasonfor the Department on all environmental, social and corporate sustainability reporting and disclosures in Mexico. Advises KCSM business function leaders regarding sustainability initiatives, opportunities, and corporate trends and metrics. Supports KCSM stakeholder, customer, and Board of Director inquiries regarding sustainability.
  • Oversees management system functions in regard to auditing, training, incident investigation, data retention, policies, and procedures to meet KCSM's goals and objectives.
  • Manages the execution of small and large-scale capital projects from planning to design ensuring work is completed in a safe, high-quality, manner while meeting schedule and budget constraints. Maintains short- and long-term capital planning forecasting.
  • Oversees financial and accounting activity across the Environmental Department. Responds on behalf of the Department to information requests within KCSM related to spend and forecasting.
  • Works independently with minimal guidance. Solves complex problems; takes a new perspective using existing solutions. Leads projects with moderate scope, risks, and resource requirements. Acts as a resource for colleagues. Develops and manages operational initiatives to deliver tactical results.
  • Understands the relevant business metrics and applies effective tactics to sustain a culture of operational effectiveness that produces teams of high performing, engaged and empowered operational leaders.
  • Identifies when a rule/regulation/policy has been violated and has one-on-one accountability conversations with an individual who has not met expectations, using KCS Candor, Aligning the Stars & KCS ABC's, and have the individual produce better results.Monitors regulatory developments in Mexico that may impact environmental operations.

Ideal Candidate Qualifications

Required

  • Bachelor of Science degree from four-year college or university;
  • 5+ years of project management, budget management, or environmental-related experience;
  • Financial forecasting, program and project level budgeting, and capital expenditure cycles; and
  • Excellent verbal and written communication skills in both English and Spanish and negotiation skills.

Preferred

  • Railroad or transportation experience.

Working Conditions

  • Travel up to 25% should be expected.
  • This position has a regular full time schedule with a normal work week of Monday through Friday. There may be a need for occasional work after hours or weekends.
  • This position may require minimal travel up to 10% of the time.
