Working within the Electrical Operations Function, the purpose of the Regional Electrical Authority role is to be the primarily responsible person in the appointed country or region for all electrical activity. Each Regional Electrical Authority will support the Regional Electrical Authorities in other countries and regions and, as a team, will provide assurance to the Global Electrical Leader and the GE Renewable Energy Offshore Wind executive leadership team that all statutory and regulatory obligations are being met by all functions within the business.

The Regional Electrical Authority will have oversight of all aspects of electrical safety within their region and will, supported by the Global Safe Systems of Work Leader, ensure that a fully functioning, effective and robust process is in place to control the electrical hazard. This can be achieved through producing, modifying or adapting appropriate written Safety Rules which are supported by company specific procedures such as management instructions.

The Regional Electrical Authority will liaise directly with all relevant Value Chain” teams within GE Renewable Energy Offshore Wind to ensure that electrical safety is prioritized at every stage of project and product lifecycle. They will be the Electrical Operations Team’s primary contact for the Offshore Wind Sourcing, Design Engineering, Product Service Engineering, Project Management and Service teams. They will ensure that the local legislative requirements for electrical safety and those required under the company’s internal procedures are fully met and that the value chain members are fully and technically supported to engineer electrical safety into every project and product. They will ensure that all maintenance practices are compliant with local machinery and equipment directives. Through a program of internal and contractor audits, they will ensure that these obligations are continually met.

Where there is a need to deploy a Safe System of Work, the Regional Electrical Authority will have responsibility for ensuring that the E&M Safety Operations, under the Global Safe Systems of Work Leader, is fully informed of the local and company requirements so that the Safe Systems of Work are developed, amended and approved for those activities withing the required timescales.

Candidates are required to have in-depth knowledge of best practice within the academic area od Safe Systems of Work and shall fully understand the interdependencies of all interfacing parts of the Offshore Wind Business and how the various approved Safe Systems of Work integrate with others. They are required to have intricate knowledge and understanding of the local legislative requirements for the region in which they are deployed. They should be fully conversant with local customs and practices to ensure these, where compliant, are engineered into every project.

The Regional Electrical Authority will be required to have a sound understanding of Technical and Process Safety and will have experience of lifecycle management of governance structures. They will have the ability to demonstrate that they can create continuous improvement from lessons learned via audit finding and incident data. The Regional Electrical Authority will be required to provide technical expertise the Global Quality Management, Reporting and Audit Leader to empower them to build and maintain a fully effective Lessons Learned improvement cycle.

The Regional Electrical Authority shall, under the matrix management philosophy, have functional management responsibility for all electrical activity on site. This translates to responsibility, through the site management structure, for all frontline or back-office operatives involved in electrical work or managing the electrical hazard.  They will fully oversee the process for effective authorization of persons to be involved in electrical work and managing the electrical hazard; including ensuring that all locally required appointments and accreditations are compliantly made

The Regional Electrical Authority will be required to accept local, legislatively required appointments commensurate with the responsibility the position holds. This requirement, in itself, may require the role holder to hold or to obtain particular academic and/or technical qualifications and experience. This will be specified on a country-by-country basis.

On behalf of the Electrical Operations function, the Regional Electrical Authority will lead on the development and implementation of training and competence management requirements in line with the local and company requirements.

Supported by the Global Safe Systems of Work Leader and the LOTO Task Force Manager, they will act as Technical Authority on selection/approval and sourcing of Contractors, PPE and Tools & Equipment and any other discipline that has a bearing on electrical safety outcomes.

Essential Responsibilities:

As the Regional Electrical Authority, you will:

  • Accept any local formal appointment or delegation of duties (VEFK, Chef d’etablissment etc.) required under country specific legislation and standards.
  • Act as overall Electrical Authority for region (region yet to be defined per individual)
  • Assume overall responsibility for the appointment of persons to authorize them to carry out duties directly associated with electrical safety.
  • Manage consistency across Electrical Installations (vis site specific Electrical Superintendents)
  • Take leading role in the proactive monitoring of contractors engaged in works that can affect electrical safety
  • Hold responsibility for ensuring the design, installation, commissioning and operation, meet the regulatory requirements for the design of electrical equipment on the basis of applicable electrical and safety standards
  • Advise on the procurement of electrical machinery and equipment and analyse, verify and validate electrical designs, safety and control systems through FAT and SAT testing against, as an example, Machinery (2006/42/EC) and Low Voltage Directive (Directive 2014/35/EU) standards etc.
  • Define the requirements for the selection of electrical equipment and associated components and support the review of associated technical documentation
  • Develop/approve work procedures e.g., live working, LOTO, operating practices etc., monitor compliance with them.
  • Represent your region/country and the Electrical Operations Function at the company-wide, multidisciplinary, Global Electrical Safety Governance Group
  • Review and approve appropriate written Safety Rules which will be supported by procedures and company specific management instructions
  • Be a focal point for the implementation of all approved Safe Systems of Work as appropriate at all GE OFW operations, ensuring local compliance is met in GSC, PMO and Service.
  • Ensure an audit regime is implemented such that that all Safe Systems of Work, and the rules sets therein, are continuously reviewed and improved to provide the safest methodology for current tasks.
  • Drive the regular audit of SSoW, and subordinate rule sets and safety programs, to identify gaps and/or breach of rules. Where necessary, improvement recommendations shall be initiated.
  • Apply principles of Technical Safety to affect positive changes to both machinery design and SSoW performance. Ensure appropriate rule changes are considered to accommodate adoption of emerging technology and new designs of equipment.
  • Lead within the overall Electrical Operations Team to align GSC, PMO and Service under the single, Electrical Safety Governance Procedure. Manage rule sets that are adaptable and effective for all areas of operation, in all global locations while still meeting the robust assurance requirements of the global Governance of Electrical Safety Procedure.
  • Participate in workshops, meetings and calls where there is a relevance to global electrical safety matters.
  • Ensure that all members of the Electrical Operations function receive the correct briefings, including training and development, to excel in their job and enable the highest standard of support to all functions within the value chain.
  • Work closely with EHS and global Learning to promote electrical safety. Ensure that all stakeholders are given a basic understanding of the system that they will be a part of. This can be achieved through formal or informal training, familiarization, and/or continuous updates from Electrical Operations team (via the QMRA Leader).

Basic Qualifications:

  • Bachelor’s degree in electrical engineering and experience in a relevant industrial engineering environment including HV, LV and Protection & Control Systems.  
  • Applicants with formal HV and LV training in electrical technology or applicable craft training may also be considered based on demonstrable extensive experience.
  • Previously been formally appointed as a Senior Authorized Person, or equivalent, under an approved and published (GE or other employer) safety rules set is essential.
  • NEBOSH or equivalent qualification      
  • Minimum 10 years Engineering experience or other related field including a minimum 5 years of operational experience in HV and LV electrical system.
  • In-depth understanding of the offshore wind industry and the systems deployed
  • In-depth knowledge of Safe Systems of Work philosophy and understanding of how to apply good governance to the management of electrical safety
  • Experience in authoring the safety rules and supporting procedures component of Safe Systems of Work
  • Experience of carrying out assessment and issuing authorizations under an approved and published (GE or other employer) safety rules set
  • Experience issuing and consenting to the issue of safety documents (Permit to Work etc.) under an approved and published (GE or other employer) safety rules set

Desired Characteristics:

  • Demonstrable interpersonal, leadership, influencing and organizational skills
  • Professional registration (CEng) with an accredited chartering body or have the academic background and practical experience to obtain chartered status.
  • Ability to work in a cross-functional and global team environment, managing the legal, technical and cultural variances throughout the countries of our operations
  • Strong written and verbal communication skills; able to communicate and explain complex material and concepts
  • Good working knowledge of general health and safety requirements and electrical safety procedures
  • Fluent English – capable of leading and contributing to technical discussions.
  • Strong analytical and problem-solving skills
  • Full understanding of quality management systems and how it interfaces between SSoW, subordinate rule sets and supporting documentation/procedures
  • Confident in own ability but also humble enough to learn from others at all levels, cooperative and enthusiastic.
  • High degree of flexibility, highly motivated with the ability to work under pressure
  • Able to travel Internationally as required
