Company: Qualcomm Intl Inc., Mexico Branch Office Job Area: Human Resources Group, Human Resources Group >Human Resources General Summary: The People Solutions and Services Site Lead will be responsible for developing, leading and managing a team of professionals to deliver excellent HR services.

The lead will be responsible for developing and achieving target key performance indicators and service level agreements. The People Solutions and Services Lead will report into the People Strategy and Operations Lead. The role will be responsible to partners with key HR stakeholders and provide leadership support from the PS organization.

The lead will be responsible to build capability of the site and resourcing the teams with the right talent to deliver specialized and efficient services. In this role you will: Lead the regional PS Total Rewards and PS Employee relations teams, develop and lead a multi-cultural and geographic teams Drive engagements with senior stakeholders to support execution of strategy and provide solution to key issues. Support the planning, lead and deploy HR Services to achieve integration of the model and delivery strategy across any new business or countries

  • Anticipate, identify and solution complex issues regarding the People Solutions and Services operations (e.g., telephony, HR systems, etc.) and oversee the delivery of solutions Identify opportunities to enhance and streamline legacy practices.

Implement effective and efficient solutions by partnering with Digital People Solutions. Monitor and maintain effectiveness and efficiency of the People Solution and Services tools with a focus on quality improvement opportunities and mitigating risk in the following areas: o Case management o Knowledgebase o Document management systems o Electronic employee personnel files Monitor service level agreements, quality targets, and key performance indicators (KPIs), and customer feedback, to ensure People Solutions and Services Team is delivering as designed.

Identify areas of concern and recommend changes when appropriate Perform audits of case management to ensure cases continue to move through the business process to resolution Partnering with the People Solutions and Operations Lead, develop and deliver presentations to senior leaders across the business on the People Services Team performance, trends, and activity Work with the People Strategy and Operations lead, and respective HR Community of Practice leads on scheduling and demand planning to ensure adequate coverage during normal and peak periods (e.g., holidays, open enrollment) Work with and collaborate with other Site leads to further the effectiveness of the model, strengthen and enhance service delivery. Drive operational efficiency across HR by leading Tier 2 delivery teams across HR functional areas such as Total Rewards and Employee Relations.

Deliver fit for purpose specialized services, and contribute to the development and improvement of HR programs, policies and technology/solutions in relation to business/regulatory contexts globally Provide leadership to PS teams involved in support and execution of key HR projects/ M&A's Identify as the point of contact for the region supporting resolution of issues needing immediate support, channelizing support from the teams across PS to address issues and drive faster resolutions Provide guidance, talent and strategic insights on developing the capability of the site to deliver a variety of HR functions across the 3 HR pillars Minimum Qualifications:

  • Bachelor's degree and 11 years of HR-related work experience.

OR Associate's degree and 13 years of HR-related work experience. OR High School Diploma or equivalent and 15 years of HR-related work experience. Preferred Qualifications:

  • Advanced Degree preferred
  • Advanced Degree or equivalent in Business, Human Resources, Psychology, Humanities, or related field.
  • Expert understanding of the Qualcomm business model and the market characteristics required to be competitive.
  • Demonstrate resourcefulness, take initiative and think outside the box to develop custom solutions.
  • Ability to forecast Qualcomm's needs considering the relevant emerging external and internal trends and challenges against business strategy.

Demonstrate capability to work with senior leaders and partner with HR stakeholders to provide solutions. Principal Duties and Responsibilities:

  • Serves as a resource for leveraging advanced knowledge of a broad range of HR areas (e.g., OD, compensation, benefits, employee relations, training and development, recruiting, sourcing), HR policies, guidelines, and procedures, best practices to help shape the vision and policy for regional HR services and solutions; addresses highly complex, visible, or ambiguous HR-related issues and coaches team on addressing HR-related issues.
  • Leverages deep and broad knowledge of applicable local and federal employment law (e.g., wage and hour, labor), the risks associated with various law interpretations, industry best practices, and strategic understanding of business goals, needs, and requirements to provide stakeholders with expert advice, guidance, and recommendations; leads an entire portfolio of services.
  • Anticipates needs and drives efforts across teams to gather, integrate, analyze, and interpret highly complex data and information from multiple sources across the organization to help others understand ambiguous issues; consistently leads cross-functional teams to develop comprehensive solutions to highly challenging and novel problems; verifies the accuracy of data and analyses.
  • Builds and maintains high-level, cross-functional, and collaborative relationships to ensure project completion and achieve alignment across multiple and often conflicting team or departmental goals.
  • Contributes to a culture of transparency and trust by meeting commitments, anticipating obstacles or project delays and shares information with senior leaders to develop solutions; sets expectations for sharing information; gathers, integrates, and clarifies information from across the organization to meet mutual goals.
  • Applies experience to effectively tailor messages based on demanding audience preferences, needs, and priorities; adopts some influencing strategies to make compelling recommendations and maintain credibility.
  • Encourages continuous improvement by developing new and innovative ways to increase efficiencies across the functional area; consistently implements, promotes, and influences the adoption of new and improved processes.
  • Ensures work of team is accurate and complete; develops contingency plans to ensure deadlines are met when challenges arise.
  • Coaches team members and leads; delivers constructive feedback that motivates others and addresses skills gaps and unmet potential.

Level of Responsibility:

  • Working independently with no supervision.
  • Making ethical decisions that are significant in impact, influencing overall program or project success, finances, and/or the ability to meet objectives; errors are not readily apparent due to the complexity of work process/product or time between decisions and results; errors typically result in significant expenditure of time, resources, and funds to correct.
  • Using verbal and written communication skills to convey complex and/or detailed information to multiple individuals/audiences with differing knowledge levels.

Role may require strong negotiation and influence, communication to large groups or high-level constituents.

  • Some financial accountability (e.g., manages a small budget, has input into P&L).
